Ray is an Instructor at Harvard T.H. Chan School of Public Health, teaching "Health Data and Public Policy" and directing an executive education initiative on health equity, AI, and data ethics.
Ray's career spans multiple sectors. He served as Executive Director of Massachusetts' Center for Health Information and Analysis from 2016-2022, where he oversaw an independent regulatory authority with extensive authority to collect data and perform analyses of the Massachusetts healthcare system.
Previously, he held the position of Commissioner and Acting Executive Director at the Massachusetts Group Insurance Commission, managing a self-insured purchasing organization with $2.8 billion and 425,000 covered lives. He directed the Massachusetts Health Data Consortium for seven years, focusing on healthcare IT and data interoperability initiatives.
His background also includes legal practice in public and private sectors, consulting work, and executive leadership at a quasi-public authority providing internet and distance learning services to educational and government entities. His expertise areas include data science, machine learning, artificial intelligence, healthcare policy, and health information systems.
